Marcela is a dedicated environmental engineer with a strong passion for environmental conservation and sustainability. In the beginning of her professional career, Marcela has held key positions within the hydrocarbons and construction sectors, where she has actively worked towards implementing sustainable practices.

Notably, Marcela has been recognized for her exceptional academic achievements. She was awarded the prestigious Swiss-Bolivian scholarship by the Patiño Foundation. This opportunity allowed her to pursue her Master's studies in Environmental Science, specializing in Natural Hazards and Risk, in Switzerland. Her outstanding thesis quality led her to receive the UNIL Geosciences and Environment Faculty Award. Furthermore, she was offered the position of an independent researcher, where she diligently worked on the development of a scientific article based on her Master's project.

Prior to her current role at the Secretariat, Marcela actively contributed to the esteemed "Agua Sustentable" NGO. During her tenure, she held the roles of Remote Sensing Supervisor and later advanced to the position of Project Coordinator. Through these positions, Marcela gained valuable experience working closely with indigenous communities. She advocated for the active participation of women and young people in decision-making processes while working to restore and promote the wise use of High Andean Wetlands. Her efforts were directed at supporting these communities in adapting to climate change while ensuring the sustainable management of these essential ecosystems.
